At last a serious effort was made to accumulate and analyze all the facts available. Ever since the ‘s the National Bureau of Economic Research, with a competent staff of economists and statisticians, has been studying the data under the direction of the chief American authority on the subject, Wesley C. Mitchell. It has accumulated and carefully analyzed mountainous piles of statistics going back for about a century, and for four nationsthe United States, Britain, France, and Germany. Its object has not been to prove or disprove any preconceived theory, or even, as yet, to test any hypothesis at all. It has wanted to see first what the business cycle looks like in reality, and how it actually behaves.
