This envisaged that there would be no German army as such but there would be a European army to which each participating state, including West Germany, could contribute. It was envisaged that there would be a Joint Defence Commission and a Council of Ministers. In addition, there was to be a Parliamentary Assembly and a Court of Justice parallel to those created in connection with the EC SC.
