Moreover, a committee should be formed which would not merely study the problems involved but should also prepare the texts of the treaties necessary in order to carry out the agreed objectives. An inter govemmental committee, presided over by Paul Henri Spaak, was therefore created. The Messina resolution recorded that since the UK was a member of WEU and was associated with the EC SC, it should be invited to participate in the work of the committee. The position of other OEEC countries was not so clear I the question of whether they should be allowed to participate was in fact left for later decision by the foreign ministers. The Spaak committee held its first meeting in July . British representatives were present and subsequently played an active part in the deliberations.
